<To assume the Bush administration lied about the whole thing is ridiculous. The number of people who would have to be in on it in the military, intelligence network, Congress, and elsewhere is legion.
Nevertheless, plenty of other countries were not convinced by the allegations, and now, because of it, are being chastised, bullyed, even if mainly verbally.
Nobody likes to be harassed for standing by principles.
