I see tourism as the main alternative to NASA sponsored advance. I don't see we need to limit the choice to either one.

I agree NASA could discourage investment by casting doubt, but there is no way they could responsibly endorse technology they did not have reason to believe would work. This is the same obstacle any technology replacing older technology will face. Sorry but you can't blame NASA for it or demand its execution on that basis.
