What NASA needs is a plan.

The agency's forgotten how to put one foot in front of the other. NASA needs to develop a long range plan on where it wants to go and what it wants to do, then stick with it. Sort of like the STG reports in the article mentioned in the above post. This would mean making the agency semiautonomous from the vagaries of the federal government, sort of like the postal service or military. Funding NASA with "five year" plans could be a way to help accomplish this.

Once a plan had been decided on, it would begin being implemented in a piecemeal fashion. design and build a capability, then move on and do the same to the next piece of the puzzle. After a while, each part would fit together to form an integral part of a greater whole. This process could be repeated until the stars were truly within our grasp.
