I can choose whether or not I forgive Chirac for his actions. My decision has absolutely zero meaning beyond my domain, but it is my choice. I can choose not to buy French (and Belgian and German) products if I want, and I'm making such a decision. I can choose not to spend money on tourism in those countries (and we did cancel a planned European vacation largely for that reason). On the grand scheme of things, my individual decisions mean little. However, if others make similar decisions, it can have an economic impact.
As for things outside of my domain, that's up to the collective decisions of other people. Some families of American servicemen buried in France may well decide they want their loved ones brought home. They should have that right, don't you think?
