re: Iraqi mobile labs nothing to do with germ warfare, report finds

"Instead, a British scientist and biological weapons expert, who has examined the trailers in Iraq, told The Observer last week: 'They are not mobile germ warfare laboratories. You could not use them for making biological weapons. They do not even look like them. They are exactly what the Iraqis said they were - facilities for the production of hydrogen gas to fill balloons.' "

What country has ever made mobile production facilities for germ warfare? It seems to me to be a pretty unique requirement. If so, what is meant by "They do not even look like them".
Next, who makes moblie production of hydrogen for weather balloons? What is advantage could there be to have this hydrogen
production mobile. Ok, maybe since Iraq can't import helium, it would choose to use Hydrogen for balloons, but why not simply use hydrogen which has put in storage containers- why have mobile production.
Finally, can we import this technology so we can use it for refueling hydrogen powered cars???
