appearing to be another EPG on this issue, we have got to get the power on in Baghdad.
It seems painfully obvious that our approval ratings would improve in every category by doing whatever is necessary to accomplish this. Outside Baghdad there is already more power available that there was pre-war but the 7 million in Baghdad determine the pulse of Iraq.
If we don't get it done things are just going to get worse.
