The truth
I've figured it out. It was made by Scientologists.
The 'T' in the middle of the pond forms the symbol for "Operating Thetan", a state reached in scientology where you awaken your alien consciousness ( or something like that)
They were phoning home.
Smart-ass comments aside, the only puzzlement is the lack of footprints. Said lack of footprints implies terrain that would cause footprints to form. The pictures show grass and twigs- not mud, loose dirt, or dust. Also the report was made a Sheriff’s deputy, not someone from CSI Miami. ;)
