In this case, I'd say he's hypothetically ceding to the Bush partisans one of the excuses for the failure to find WMD in post-war Iraq: They've been spirited out of the country.

This possibility was raised before the war, and disregarded completely by Bush and his partisans. Now that that we can't find the WMD that were alleged with certainty to be there, we have to face the possible nightmare scenario that they're on the way to terrorists. Whereas before the war a lot of people were skeptical of a connection between Saddam and Al Qaeda, Saddam's abject defeat by the US is motivation that gives credibility to a present link. Would Hitler have craved a similar revenge as Berlin lay in ruins?
