re: Why?

"Well, Tom, this thread got started based on declassified excerpts of an NIE prepared by the professionals who apparently did buy into that scenario. What can I say?"

They said it might be possible.
You guys love to cherry pick stuff.
It wouldn't have been very easy to do this, unless Saddam already had a relationship with al Qaeda terrorists. But you guys are busying denying this possiblity.
Even if Saddam had this relationship, next question, would both parties accept the risk involved transferring the WMD. Maybe the al Qaeda terrorists would think that this was too risky. Maybe they have other sources. Maybe the al Qaeda terrorists were too disorganized to take advantage of the opportunity.
Maybe the point of this intelligence is that this type thing could happen and this was an opportunity to catch the bad guys. How would the Al Qaeda terrorists know that Saddam wouldn't double cross them. How would Saddam know the al Qaeda terrorists were actually terrorists- maybe they were CIA agents acting as al Qaeda members.
Unless there was a really good relationship with high level trust from history of successful transactions, this would have added risk for both Saddam and the terrorists.
