re: papers or plant

It's far far easier to hide notes and papers in a garden than to build a nuclear plant.
A nuclear plant requires hundreds of engineers, lots of contacts outside, and many years before it becomes what it's meant to be. All during that time, they run the risk of an engineer talking to a journalist, the plant being photographed by a plane or a satellite.
There an enormous scale between papers and the actual threat.
