There Is No Guarantee Bush Would Have Responded Appropriately
It is simplyt clear that Clinton didn't yet many want to return to the same failed approach. Perhaps it would have taken a 911 for any president to make the issue a top priority. Perhaps even Clinton would have gotten tough. The point is you either take control of a problem or it controls you. Clinton failed to take effective action with about 10 times the opportunity to do so.
