Bush took office in January 2001 about 8 months before 9/11/01. How fast do you master a new job? From my experience and feedback from others on all the upheavals in my company, 1 year to reach competent level and 2 years to master the job is considered the norm and most jobs are not as demanding as being the President of the US. Clinton should have had 6 years at the mastery level vesus 0 for Bush.
