I thought a terrorist network was responsible, not a country.
Ok, Afghanistan's Taliban regime was helping it in such a way that the international community accepted its removal.
But Saudi Arabia was far more involved than any other next country. Even today, we hear that 2 of those arrested involved in the latest terrorist attack against Ayatollah Hakim are from Saudi Arabia.

As expected, war will unleash much more terrorism.
