Attempting to understand the reasons people resort to terrorism is not the same as making excuses for terrorist behavior. Taking responsibility for conditions that one's group has created which contribute to those reasons is also not the same as making excuses for terrorist behavior. Looking at a political situation and understanding that the only group whose behavior one can control is one's own is not "enabling" the other side.
Sometimes terrorist behavior, or other outrages against humanity, are done simply because someone cannot stand to allow a certain type of person that they hate, to live under the same sky. Understanding this doesn't help, any more than understanding why a rabid dog wants to bite you helps protect you against the dog. And sometimes the victims of such an obsession with destruction don't have a responsibility for the actions of their destroyers. What did millions of Jews do to the Germans to deserve their fate? How did they oppress them?
There are certain Palestinians and other Arabs who have dedicated their existence to the proposition that no Jew shall live in the Middle East.
There are certain Muslims who have dedicated their existence to the proposition that no non-Muslim shall survive as such.
These people are real, and they have power.
Understanding them is futile. Trying to figure out what their victims did to them to make them this way is futile. Controlling one's own violent behavior changes nothing on the other side.
Until the first group is cut away from the rest of the Palestinian people and destroyed, there can be no peace, no matter what Israel does, short of Israel committing suicide.
And until the second group is cut away from the rest of Muslim society and destroyed, there can be no peace in Iraq, Iran, Saudi Arabia, or any other Muslim nation, or in the non-Muslim nations they attack.
