Looks like there is a communication problem, then.
Somebody misunderstands someone else.
Or it could be a nerve problem. The driver could have been arrested many times, for control and he needed to be in a hurry somewhere.
Or he was defiant for a few seconds thinking those soldiers had nothing to do here.
Or like hostages, he took a chance at running away from the gun.
