To risk getting off topic...

Clark has surely read a few classified documents which discuss FTL as a property of frequency relationship. Several proprietary technologies being developed for the DOD stress "new physics" which posit no limitations. Rather there is the realization that energy FTL may not be possible in our spectra - but rather outside it. Repealing the laws of physics is not required. What is required is an outside the box view of energy and its various properties within a greater universe than merely material (3 dimensions plus time) spectra.

Traveling FTL is not always necessary for galaxy traveling. In fact traveling altogether will take on a different meaning - something more akin to teleportation.

Instead of traversing great distances - distances will be skipped as molecules are realigned to be in synchronicity with an alternative environment. Each atom resonates with its environment. Modifying those subharmonic wave signals sort of makes the atom disappear from one locale and reappear at another. Traversing vast galaxies billions of light years apart could be achieved in a nanosecond with the proper technology. Traveling back in time and creating a new parallel universe could be achieved also. Remember a universe and all the galaxies, planets and suns are just energy manifestations and are linked by wave interactions. So a new temporal atomic interaction creates a wholly different universe yet based upon a prior one.

This sort of technology would require realtime scanning of all atoms in an object or person and a realtime frequency map of both the present environment and a realtime frequency map of a target environment. One little mishap and you'll be in bits and pieces strewn through time.

The computational requirements are staggering - but no less so than the technologies required to make adjustments to each atom.

26th century? No.
28th century? No.
35th century? Maybe.

The concept could probably be proven with a single atom in the 30th century, that is if humanity is still around and not fried to a crisp.

However, when one realizes time is also relative such knowledge and data is already existant and tappable by those who can reach those stored signals. In some ways the future, past and the present are one and all feed eachother.

Current events then includes future and past aspects as well.

PS
Bush is likely funding stuff covertly. He is certainly more tech friendly than his father was. Granted his NASA vision seems shortsighted but that is because of those military constraints again and NASA's failure to have a complete vision. Missile defense and satellite development is proceeding briskly. Could Clark fund more research? Certainly. Would Clark meet the same foes of Tech in Congress? Certainly.
