The Iranians have promised this and that re nuclear weapons and Saddam had a record of quickly going from forthcoming to reticent.
If it is true it would depend on the conditions attached and how quickly the inspections/elections would be allowed. The fact that the offer was presented circuitously rather than through normal channels is suspicious.
