...have not helped saddam get around the sanctions while letting his country fall apart.
....have not betrayed the Iraqi people by supporting saddam at every step
....have not betrayed the UN system by not calling for enforcement of Security Council Resolutions
....have supported teh Iraqi people by supporting the removal of saddam
....have avoided working actively to reduce the breadth and effectiveness of the coalition to remove saddam
.....have contributed money or peopel at anytime upuntil now to help in Iraq
.....have encouraged NGOs to at least accept American security assistance for their facilities instead of encouraging them to disdain the American offers.

As for timing, I think we should stick to timing that we set, not Franc.
