What part?

The part that says access to classified information is determined by "need to know."

The National Commission on Terrorist Attacks Upon the United States has the need, the right, and the mandate "to know," as determined by Congress.

As I noted, the credibility of this administration is not high. Recall that national security advisor Condoleezza Rice is on record, post-911, stating: "I don't think anybody could have predicted that... they would try to use an airplane as a missile..."

Dr. Rice's disclaimer is fantastic in the face of abundant, clear-cut warnings of just this kind of attack in the public record prior to the Sept. 11, 2001 attacks. One can only imagine what the "highly classified" record would show, but we get a hint here:

But in its first hearing last September, the congressional inquiry emphasized that the intelligence community had produced various reports over the years suggesting that terrorists might use airplanes as weapons.

Condy's incredible statement proves not only that she is singularly unqualified for her job, but also that she is a very bad liar. Her clumsy dissembling clearly demonstrates the fact that this administration cannot be trusted to tell the truth, and underlines the commission's need for unfettered access to all intelligence available in the days leading up to Black Tuesday.
