FDR did not deliberately know or allow the attacks by the Empire of Japan to occur.
Incompetance is not corruption, and mistakes, even very serious ones, are not incompetence.
The wasted years of the 90's, where we made half-hearted gestures to deal with the growing tide of international terror and saddam led us to giving the Al Qaeda the opening they took to attack us.
