I routinely don't vote at all on races or issues when I have no idea what they are about, and am not inspired to research it. Typically, these are things like the board of directors of a local college, or something. The regular school board, on the other hand, merits my close attention.
A lot of people do this.
One wonders how many people define this practice as a "flawed" ballot.
