This was long ago, but according to Dick Morris (who used to work for the Clintons, and I find generally very reliable) the Clintons basically don't want the democratic party to win 2004. If Democrats win in 2004, then Hillary can't run in 2008, so the Clintons have been holding back thier sources from giving money to any democrat candidates this time around. Given the reports I've seen complaining about how much money Bush has over the Democratic candidates, I tend to believe him even more.
