The fact is, Saddam Hussein's ability to actually manufacture chemical and biological weapons came to an end on the heals of the first Gulf War. And at no time has he ever possessed the abliity to "kill billions."

Let's see... what do you need to kill billions:
VX chemical weapons related equipment
VX precursor chemicals

The nerve agent, liquid VX, is so deadly that a fraction of a drop on the skin is likely to be fatal. Iraq had the capacity to produce TONS of the stuff.

Iraq had both of these until 1997 - long after the gulf war in 1991. You're either seriously deluding yourself or are now so far gone you actually believe your own lines.

You, along with the left's leaders, would love to rewrite history into Bush and the "big WMD lie" but the facts are he did have equipment, chemicals and scientists and was not cooperating with the inspectors. Don't try to deny it - all of it is documented on the UNMOVIC site.

You're entering that zone where the facts are denied and the rhetorical sound bites become reality. By the way, just because no WMD have been found yet does not mean they won't be found or might not pop up later like ants at a picnic.

The facts were in 1997:
Saddam used WMD before.
Saddam had weapons scientists.
Saddam had precursor chemicals
Saddam had VX WMD production equipment
Saddam had produced VX

Logically one can assume that someone who has all these things and is uncooperative with folks who are looking for illegal WMD production - that this person is very guilty and is concealing his production. Any rational person would come to the same conclusion.

Don't dig yourself deeper Don - dont' fall into bed with the conspiracists/anomalists for whom which everything unknown is a great evil political/government conspiracy.
