I don't think the Republicans can claim much credit for Clinton, they messed it all up before Clinton and now they are messing it all up again. The fact was Clinton was a centrist and rolled back more Democratic programs than Republicans ever managed to. If the Bushes didn't have a monopoly on the Presidency he might have been a moderate Republican in his policies.
