About the outcrop, notice that even though it is exposed half way around the inside of this 'crater', the folds of the rock layers smoothly end facing the center of the crater.

This could have been (oh, oh, should I duck) a thermal hotspot or large hot mud pot. It could explain the thinness of the folds and why they're so easily worn and brittle if they are made up of some kind of ash/sinter combination. It would also explain the pisolites.
(Still hoping to get an answer by the end of this week :)
