Nothing in the article suggested that Castro was an economist, although I have no doubt he probably considers himself one.
However, I have mostly contempt for any economist who would lend credibility to a totalitarian communist state by even attending such a conference.
Visualize how the Left would have treated anyone who attended a similar conference in South Africa a couple of decades ago, and attending an address by the white leadership. When I was in college, the most blatant hypocrisy you could witness on the part of the campus leftists was their endless condemnation of South Africa, which oppressed people of one color, while worshiping at the feet of Castro (and back then, other communist leaders) who oppressed everyone in their nation. There's still a lot of this around.
