You forget the enormous embassy the US is building or the standing army the US will have for as long as they've had an army in, say, Korea, or Germany or Japan.
"Free" elections is your term. Let's see what conditions there will be, beyond not allowing Islamic law. To that extent, to the extent the Iraqis might want to at least choose whether to have Islamic law or not, these elections aren't "free". They can't even vote on that.
You have to wonder what the response would have been had they wanted to base their laws on the Christian Bible.
