For instance, where OBL is hiding the vast majority of the folks have to support him. The $25 million reward in an impoverished country would be a bunch.
(Does anyone think that would really be paid? The only folks who know where he is are unseemly. I think the Daministration would say they aren't going to give it to extremists.)
The guerilla attacks in Iraq are coordinated and complicated, require logistic support and communications. There are many weak links in that chain which could be easily exposed. As Chairman Mao said, they have to operate like fish swimming in a sea. It can't be a hostile sea.
If one is operating in a hostile environment they have to be small, covert operations. The "right to life" shooters and bombers are using methods which can be prepared and performed by one person and leave little trace. Doesn't take the support of much of the population, though evasion and escape have been facilitated by others.
The Oklahoma City bombing was a small operation, and only the ability to covertly obtain ammonium nitrate made it possible.
WTC, on the other hand, did come to the attention of the authorities in a variety of ways, and in my opinion could have been prevented. It was bigger, and didn't have the support of the population. And numerous warnings were ignored. But they were there.
Pardon me for banging away on the obvious. Just trying to explain the consistency.
