I would strongly urge the implementation of some kind of wealth-sharing setup, similar to what they have in Alaska, where every citizen gets a piece of the oil action in the form of actual checks. I can't think of anything that would go further to both improve the lives of the average Iraqis and at the same time create a powerful incentive for Iraqis to keep their oil industry healthy.
