The US seems to have done such a lousy "hearts and minds" job that the reconstituted Iraqi police and army may feel no loyalty to the American occupation forces.
It does seem a bit unreasonable to expect them to embrace their conquerors. And with differing religous, ethnic and tribal loyalties, it may be a bit much to expect them to not be killing each other.
The US has done a great job on the "hearts and minds" of American conservatives, who truly believe the Iraqis should be grateful for 12 years of sanctions which did not touch Saddam and the current aggressions, home invasions, and seemingly random killings which ignore cultural differences.
The really don't seem to be all that enamored with it.
