It wasn't a trillion, but it was over $800 billion. It wasn't the first week of his administration, it was February 17.

And it passed with no Republican votes in the House, and three in the Senate. One of which later switched his party to Democrat.

And yes, it was money we didn't have, and had to be borrowed or printed.
