Not really

An SA-2 depends on guidance from ground radars to find its target. It really isn't very suitable for other types of operations, such as lobbing it against ground targets, because it lacks the correct guidance system. You'd be basically firing an unguided long range rocket. That wouldn't be very accurate, to say the least, especially because it was designed to be guided.

Now, I'd like to know where those missile parts are because it wouldn't be impossible to fit a different type of guidance system to it. Difficult, but not impossible.
