Want proof? Clinton Adminstration had public policy of regime change in regards to Iraq since 1998. Also, with Bush getting daily reports of US warplanes being targeted in Iraq, and with our assisting the Kurds with their independance. Bush admin would need to be asleep at the switch if it did not have Iraq in it's crosshairs.
