Clinton made lots of declarations about Iraq (so did others), and even bombed once or twice (quickly, surprisingly) but that was exerting soft power, when the US didn't expose its major cards.

Bush decided to exert hard power and exposed a huge number of cards!

Iraq's GNP was 22 times less than the US DOD budget (before last year) and one year later, Sunnis and Shi-ites are joining forces to kick foreigners out of their country! Iraqi nationalism has awaken and this gives them pride, which is why so many join their forces.

Meanwhile, one wonders how many cards the current US administration has left.
