Just out of curiosity, if North Korea declared war on America tomorrow, would it justify an immediate military attack? Should we wait until they actually do something to us? Maybe wait until an attack looks imminent? With missiles, how would you tell? Would the simple declaration be enough justification to begin flattening cities? How about just bombing military facilities?
