Bush and Rumsfeld set it for the US. Significant amounts AND THEY KNEW WHERE THEY WERE.

And a nuclear weapons program.

Powell set it for the UN - mobile weapons labs capable of turning out WMDs.

Their own bar.

The odd, left-over round doesn't cut it, and the ROW knows it.
