Sovereign?
How can a nation be called "sovereign" when another nation has an army operating at will under no local control on it's territory? ("Consulting" ain't control.)
How can a nation be called "sovereign" when it's revenues are controlled by the same country which has an army running around at will?
Seems to be one of the strangest shell games in the world.
Sovereignity - now you see it, now you don't.
