You probably didn't see this in a lot of major headlines, but it is almost as significant.
Various ministries have been assuming control one at a time for some time now.
Again, I'm hoping for a policy like that in Alaska, where a good chunk of the oil money shows up as checks in the hands of Iraqi citizens. I think that would make a real good impression, but I guess it's up to them now.
