Unfortunately my ancient history knowledge is about equal to my economics expertise, so I can't help out here .. However it seems Bush is the focus here (understatement!) rather than ancient Judean Kings. (Still, like you I wonder what she meant)

That quote from Isaiah is quite a thunderclap - is that verbatim? The language seems so contemporary. Talk about a 'wake-up call' ..
