Iraq has an army roaming the countryside over which it has no control. The personnel of that army are not accountable to Iraqi laws.
The revenues of that country are under the control of another country. According to KPMG, an American accounting firm, billions of dollars of those revenues are missing.
The Iraqis with some power in the country have been appointed for 5 year terms by America.
The American appointees can outlaw any political party or candidate they choose, thereby controlling "elections".
(Reminds one of Hungary, Czechoslavakia, Rumania, etc. under the USSR.)
And so on. Calling a blatantly puppet state "self-ruled" doesn't seem quite accurate on the surface, unless you have a better definition than what it would normally seem to mean to me.
