...if they defined the criteria for imposing a postponement. And if they defined the length of time they would postpone it for.

Not filling in those blanks leaves it very easy to jump to the conclusion that Bush would postpone the attacks if it looked like he might lose. And the postponement would last for as long as it would take to look like he might win.

I'm not saying he has such motives (don't know one way or the other). I am saying that he is handling the situation in his typical ham-handed fashion.
