possible misinterpretation

BTW, has anyone actually looked into the Sydney pollution situation? How does it compare to other major cities? Has it been improving, or getting worse over the past twenty years?

At first (& 2nd) reading I thought you were asking other HZ'ers for this. Now I realize you could have been addressing that question to me. If that's so ( ..?) then sorry about that

Even if you're dumping on the article (rather than me) I still say you've got it wrong - you've confused these authors with your own memories of 'socialist architecture professors'. They're just telling it like it is. I see no stigma attached to the phrase 'private financing' - that should be a simple, neutral description. This could be different in the US - what with the level of political emotion. But in this context, these guys are just calling for balanced, planned strategies. You didn't need to jump up and down.

I personally would favour a balance of private and public funding of essential services like transport and housing. You yourself have posted some interesting figures lately showing the immense amount of public and welfare spending in the US. I didn't know that and was pleased to have my knowledge and horizons broadened.

How about you then?
