The key word is "opt out." Choice.

I know more than a few leftists who would love to make the "car free lifestyle" mandatory, or at least dump massive taxes on personal automobiles. Here in California we have had some trouble with Better and Wiser people trying to divert highway money (our gas taxes) into mass transit and other brilliant schemes.
