Let us assume the worse, that France was trying to hide commercial agreements with Saddam.

It would have been easier for the inspectors to have uncovered the evidence of Saddam's continued evasion in a stable environment, instead of the chaos which is Iraq today. Right now, we have no idea as to what has left Iraq for where. Besides the "what", there's the "who", as several senior weapons engineers have also fled.

But this is superficial. Fundamentally, the people most to blame are the Israeli expansionist faction. If either Camp David (Carter) or Oslo (Bush Snr) had of been implemented, none of this, none of it, would be happening now.
