The stimulus bill was already signed in February, 2009, months before the disability treaty was signed. Afterwards, Obamacare was signed into law in March of 2010, and START was signed with Russia in April of 2010. That seems to leaves a lot of time for the Senate to fry other fish with that 59-seat majority. And if you look at the 2010 voting record, they fried a lot of them.
Incidentally, the Senate took up and ratified the START treaty in December of 2010, only about eight months after Obama initially signed it. The vote was 71 to 26.
The rest of your comment seems to imply that this dustup is the Republicans' fault for falling into Reid's non-existent trap.
