Is it America preventing the U.N. from installing sanctions against Iran? Or is it a few other countries?

What you are trying to evade is what the big fantasy of the United Nations has been for years: having a meek and subservient United States carrying their water, pumping billions of dollars into their plans and projects, supplying them with troops and arms, and dying on their behalf while they pontificate about what great work they are doing for mankind.

When Bush finally made it obvious who was really dependent on who, and who has really been keeping the peace for fifty years, it's not surprising that the U.N. was furious about it.
