Now Clinton was trying to get money to stabilize Russia and head this off, but what the f**k did Newt do? Why that's easy, he attacked Clinton, he attacked Strobe Talbot, he kept Clinton from getting money necessary to carry out the nation's business, and Iran completed its purchases. We coudl have prevented this for very little.

Now Russia said that there would be safeguards on the sales, and they would not occur until some 10 years down the road - certainly this would be after the Israeli/Palestinian peace, from what the US promised.
