Yeah, President Bush took us to war. Saddam was not following the terms of a cease fire agreement. If a law or treaty agreement is not enforced, the law or treaty is simply words on a piece of paper. If you don't want to enforce cease fire agreements, then how are you going to end wars in this world? A cease fire agreement is a means to bring out the end of a war- but a piece paper with some words on it, does not and never has ended a war.
If you want America to surrender [because that is another way to stop a war] on any conflict it is involved in and you are imagining that the US is a superpower, you are encouraging global warfare*.

We could have choosen to simply stop the war at once we pushed Saddam out of Kuwait. The problem with that is Saddam illegally invaded a country. It would be like forcing a murderer out of a house in which he killed some people. And being content to merely not having the murder on the property.
A cease fire can be summed up plainly- each party follows the agreement and have can achieve peace. Break the agreement and we return to a condition of war.
There is absolutely no doubt that Saddam did not act in accordance to cease fire agreement. All the UN resolutions regarding Iraq were solutions to this problem of Saddam not being willing to follow his agreements.

As far as me, parsing. Look if there are couger tracks in your lawn and your cat is missing. You can explain these observed facts as a reason of why you think a couger is in your area.
Then, if you say, "There is a couger somewhere around my house." Or "I think the couger killed my cat". And/or "The couger is a danger to the pets and small children could be at risk".
This is not lying or deceptive.
If instead you in a process of investigating the couger case you would probably use terms like- "the suspected couger..." or "the whatever animal made those footprints..."

In other words to explain why you think there are WMD and give evidence supporting this idea. And then say there are WMD; is not lying or deceptive. And this matter has been throughly investigated and the conclusion of investigate is that President did not provide any evidence which was not back up by CIA findings.

* America is not Denmark. The America people have voted for representives that have supported a large miltary which is intended to maintain global stablity. If America was Denmark, we would not respond to 911 by changing the regimes of Afghanistan or Iraq.
The enemies purpose of 911 was to start a war and war is what the terrorist got and will continue getting.
