As I have said countless times here, it takes TIME to establish a functioning democracy. This FIRST election is a giant step. Areas without security can not vote because the polls can not operate in them. All ideas and concepts can not be on the first ballot. After the SECOND and THIRD elections, things will come more closely to resemble democracy as you understand it.
