re: Electricity
The lack of sufficient electricity in major cities continues to undermine public confidence, fueling worrisome discontent in cities like Falluja and Mosul, which were favored under Saddam and now receive considerably less power than in prewar days.
The reason favored Saddam cities are receiving less electricity now is because during Saddam's rein other cities were receiving none to scants of electricity and it was decided that all cities should receive electricity and be more evenly distributed. Therefore the lack of electricity in favored Saddam cities.
